On 5^th June 05, 2024, the National Public Service Commission received a delegation from the Kingdom of Eswatini headed by the Minister of Public Service, Hon. Mabulala Maseko. The aim of the visit was to overview the Public Service Commission vision, mission, organization structure, and stakeholders’ engagement and to learn from the Npsc role of overseeing Public institutions on Human Resource of policies, principles and laws.

Mrs. Angelina MUGANZA, the Executive Secretary of the National Public Service Commission, after welcoming the delegation, she highlighted the rationale of the establishment of NPSC by pointing out issues of nepotism that was characterized by the Public Service before the genocide against the Tutsi in 1994. She highlighted NPSC mission of ensuring meritocracy in recruitment and professionalism and accountability of public servants across the Rwanda public service.

She stated the following: “The National Public Service Commission of Rwanda plays the role of oversight and appeal handling on the instance administratively, we are not directly involved in recruitment, but also we oversee all government institutions to ensure that whenever they conduct recruitment by respecting the existing HRM laws. NPSC also conducts research on matter related to the HRM and advise the government accordingly”.

A session of exchange with participants took place after a presentation on the “Oversight role of the National Public Service Commission in the Rwanda Public Service” conducted by the Advisor Gakire Kabeho Viviane.

This is the second time, the Kingdom of Eswatini visited Rwanda, the two parties committed to keep working together by exploring areas of continued collaboration in the framework of the present relations between Rwanda and Kingdom Eswatini.
