November 01, 2023, National Public Service Commission received Members of Parliament Committee on Public Service and Local Government of the Parliament of Uganda lead by Hon. Apolot Christine, who are in Rwanda for a benchmarking visit.

In her welcoming remarks, Mrs. Angelina MUGANZA, the Executive Secretary took the delegation through the historical background of NPSC establishment and its core responsibilities. She said: “The National Public Service Commission of Rwanda plays the role of oversight and appeal handling on the last instance administratively. We are not directly involved in recruitment, we oversee all government institutions to ensure that whenever they conduct recruitment, they respect existing HRM laws. NPSC also Conducts research on matters related to HRM and advise the government”.

Honorable Apolot Christine, Chairperson of The committee on Public Service and Local Government in the Parliament of Uganda said the Committee is in charge of overseeing a number of things related to service delivery and operates in collaboration with Public Service Commission and Ministry of Local Government.

She reiterated the importance of the benchmarking Visit as a process of regional integration. She Said:” We believe that there is a lot to share because of East Africa federation and where we are moving next, we should learn from one another in quest to uniformity in implementing laws and policies. All in all, it’s about service delivery”.

The presentation and discussions made thereafter, revolved around the organizational structures, responsibilities and achievements of public service commissions of the two sister countries in regard to Human Resource Management Policies, Laws and regulations in place.

Honorable Apolot Christine, elaborating on the significance of the visit, said that back home, the Parliament observed critical gaps in the District Service Commissions hence the decision to come and learn from Rwanda.

The Delegation lauded the efforts made by the Government of Rwanda in digitalization of service delivery, especially the use of E-Recruitment which increased the citizen satisfaction in recruitment process from 63% in 2012 up to 82.9% in 2020.

Further clarifications were provided on the Rationalization of Public institutions carried out in Rwanda in 2020 and the litigation process of applicants and public employees’ grievances.
