RECRUITMENT PROCESS IN PUBLIC SERVICE AND PROFESSIONAL ETHICS
A delegation from the National Public Service Commission, led by the Human Resources Management Compliance Officer, Miss. MUKARUTESI Christine, on June 4, 2026, provided training to final-year students of UTB on how to apply for jobs in public institutions.
The delegation started by explaining the responsibilities of the National Public Service Commission, the historical background of employment in the Rwandan public service, and the introduction of IPPIS, a solution for effective recruitment and management of public servants.
The first thing a candidate must do is to open an account on the IPPIS e-recruitment system, and here are the main requirements needed:
ID
Valid e-mail, password, and its recovery option, and Phone number
Scanned Degree Certificate or other awarded documents related to skills upgrading
Valid Equivalence (for foreign Universities)
Proof of experience, if any
The students were also taken through the various stages of the recruitment process, which include:
Going to e-recruitment.mifotra.gov.rw
Checking the publication (There is a list of job positions published by institutions that need employees)
Checking whether the job announcement is in line with their qualifications, skills, and Experience
Passing the Psychometric test (50%)
Automatic submission of application documents to the job position
The system notifies of any updates to the application made.
The system is used to conduct written and oral exams and publish marks
Appeals were done through the system
Candidates receive job offers in the System
Access to e-recruitment account at least once in three days
After the presentation, the students were allowed to ask questions. Their inquiries focused on the procedures for applying for jobs in public institutions, as well as the reason why candidates are required to take a Psychometric test before submitting their applications.
In conclusion, the team from the National Public Service Commission expressed their sincere appreciation to the management of UTB for the warm reception and the opportunity provided to deliver the informative session. The Commission noted that the engagement was particularly valuable for final-year students, as it equipped them with essential knowledge on how to apply for jobs in public institutions.
The session is expected to help students better understand the recruitment process, the procedures involved, and the requirements that candidates must meet to be eligible for employment in the public service.
